When a deal that was moving goes quiet for more than a week, something changed on their side. Guessing wastes another week. Asking directly usually gets an answer in a day.

Ask about the deadline, not the proposal

Instead of asking whether they had a chance to look at the proposal, ask whether the date they gave you still stands. People answer questions about their own plans.

Offer an easy way out

Tell them you will close the deal on your side if the timing is wrong. Surprisingly often, that is the email that gets a reply.
